The Russian Ministry of Digital Development is drafting legislation that would force all connections to foreign domains through Technical Means of Threat Prevention (TSPU). The draft also proposes imposing limits on the amount of foreign traffic that exceeds a predefined threshold for domestic users.
Industry experts immediately flagged serious technical hurdles. TLS encryption, secure DNS queries, and content delivery networks (CDNs) make it impossible to accurately separate domestic from foreign traffic by IP address. As a result, Russian services hosted abroad—and critical components such as mobile ecosystems, messengers, and software update systems, which account for up to a third of total traffic—could inadvertently fall under the restrictions.
Telecom operators warn that centralized caps could cripple network connectivity and degrade service quality. If enacted, the proposal would force massive technical overhauls across the sector and potentially disrupt users' access to everyday online services.
